Founded in 1947, Farm Bureau Insurance Company of Idaho protects families, farms, and businesses through a network of local agents and offices across Idaho. The company also serves policyholders in Washington through its affiliate, Western Community Insurance Company. Farm Bureau Insurance Company of Idaho maintains an A (Excellent) Financial Strength Rating from AM Best and has been named to Ward’s 50® for three consecutive years. The company has also earned top-five recognition on the Best Place to Work in Idaho list.
BUSINESS CHALLENGE
As part of its multi-year strategic growth plan, Farm Bureau Insurance Company of Idaho modernized its core systems by moving onto Guidewire Cloud Platform, with a phased rollout plan for each line of business. When it came to businessowners policy (BOP), the insurer wanted to revisit what its product looked like, redesigning its BOP product and rating leveraging Guidewire Standards-Based Templates (SBTs) to accelerate its speed to market.
This meant not only re-modeling the product, but also configuring the user interface, updating business rules and event-based rules, and modernizing rating and underwriting workflows for BOP. In addition, Farm Bureau Insurance Company of Idaho wanted to ensure that state-specific rules were consistently up to date, including billing considerations and coverage mapping in ClaimCenter.
SOLUTION OFFERED
ValueMomentum was already a strategic partner to the insurer and played a significant role in the Guidewire Cloud Platform migration, which made it a natural choice for the BOP transformation program. A team of around 20 ValueMomentum resources worked with Farm Bureau Insurance Company of Idaho to develop the product model, create an updated forms catalog in SmartCOMM, and identify where SBT deviations were required for the insurer’s BOP product.
The project team conducted the integration inventory across the insurer’s downstream systems, designing the overall integration architecture to ensure seamless connection to SmartCOMM, ACI Payment Gateway, and other downstream systems.
ValueMomentum took the lead on development, while Farm Bureau Insurance Company of Idaho’s team led program management, and both organizations collaborated on comprehensive testing for the initiative. As the program progressed, the team ensured that there was a clear knowledge transition plan for handing all activities over to the insurer to maintain independently.
While the project timeline was originally slated for 10 months, necessary product customizations to effectively support existing BOP customers extended the effort by four months. With successful teamwork and good communication across the business and IT, as well as across client and partner teams, the refined BOP product successfully went live in February 2026.

The successful completion of the BOP transformation program has enabled Farm Bureau Insurance Company of Idaho to deliver a more modern BOP product to its customers while ensuring that coverage is compliant through the use of Guidewire SBTs. Guidewire SBTs were a new capability for the insurer, but they enabled easy and quick adoption of new coverages for continued growth in the future. Instead of yearslong planning cycle for product launches, decisions can be made and changes can be enabled in months, if not weeks.
On top of product management and rating for BOP being more efficient and accurate, the insurer is also able to rapidly update Idaho-specific rules and data model changes in its core systems, ensuring that it remains profitable and compliant across its BOP portfolio. These enhancements in turn helped deliver a better customer experience and drive Farm Bureau Insurance Company of Idaho’s competitive edge in the commercial lines market.
